Cecilia Luttrell - Freelance Researcher

My main interests are in the interface between research and policy particularly around governance/politics in the natural resources sector. I work freelance but am currently a Senior Associate at the Centre for International Forestry Research (CIFOR). Here I have been involved in developing political economy analysis and impact assessment of local-level implementation around the oil palm, REDD and illegal logging arenas. I also work on monitoring and evaluation and have recently been involved in the evaluation of the Making All Voices Count programme. I previously worked as a Research Fellow at the Overseas Development Institute at the interface of research and development policy providing advice and analysis for to international and national governmental and nongovernmental institutions. Here my work spanned accountability and oversight in the forest sector, pro-poor policy making as well as livelihoods, poverty and empowerment, gender and rights. Prior to this I was a post-doc at the Centre for Economic Research into the Global Environment (University of East Anglia) carrying out social and institutional analysis on a DFID funded research project on ecosystem-based wetland management in the Mekong Delta, Vietnam. I have also worked for DFID in the Forestry Planning Department in Ghana, for Wetlands International in Indonesia and various local NGOs in Asia and Africa. I have a BA in Geography, an Msc in Forestry and a PhD in Environmental Sciences which examined institutional change, access to natural resources and livelihoods in Vietnam. I have worked in various countries across Asia and Africa with longer periods in Indonesia, Ghana and Vietnam.
