Monitoring, Evaluation and Learning Specialist

The role

We are seeking a specialist to provide technical support to our Monitoring, Evaluation and Learning (MEL) Division and to the wider company portfolio. This will require proactive engagement in both the winning and delivery of new business, and the ability to apply best M&E practice to ensure a high quality of service delivery for Landell Mills’ clients, including:

*DFID Global Evaluation Framework Agreement (Impact and Performance Evaluations).
*EC Complex and strategic evaluations in EC development cooperation.
*EC Evaluation and impact assessment of the EC’s humanitarian aid and civil protection activities (ECHO).

A good understanding of donor activity in the international development/humanitarian sector will be essential for this role, combined with sound quantitative and qualitative research and analysis skills. A background in M&E will be a considerable advantage, but is not essential, although a keen interest in developing M&E skills and knowledge will be vital for this position. Excellent literacy, communication and interpersonal skills will also be required in order to liaise effectively with clients, partners and consultants.

Duties and responsibilities

*Work with MEL Divisional Manager to ensure good coordination of business development and project management and facilitate effective planning of resources.
*Identify and pursue monitoring, evaluation and learning opportunities – through tracking of donor websites and portals, and proactive business development activity.
*Prepare and contribute to the development of high quality expressions of interest and tenders, ensuring the design and application of best practice M&E methodologies.
*Work with business development teams to ensure suitable team composition, and identify and assess candidates for inclusion in proposals.
*Actively engage external experts, MEL team members and other Landell Mills divisions in the business development process.
*Provide M&E technical support to contracts in MEL division and to proposals and projects in other Landell Mills divisions.
*Ensure the evaluation portfolio meets financial performance targets for the MEL division.
*Provide effective project management of awarded MEL contracts, including technical backstopping and quality control.
*Promote continued learning within the organisation through delivery of in-house staff training and knowledge sharing, and by engaging in networks of evaluation experts, research institutions and academia.

In doing the above, you will be expected to contribute positively to the company’s profitable portfolio of work and its reputation for successful project acquisition and implementation. You will work within a team of Project Executives and Evaluation Specialists, reporting to the Manager of the Monitoring, Evaluation and Learning Division.

Person specification

Candidates should have an enthusiasm and ability to travel overseas (often at short notice) and must be eligible to work in the UK.

Qualifications and skills
Essential
*A graduate in economics, social sciences, or other related fields.
*An interest and/or experience in monitoring, evaluation and learning.
*Demonstrated research and analysis skills, including quantitative and qualitative data methods.
*Business orientated and numerate, with an interest in delivering both new business and attaining financial targets on existing contracts.
*Experience in proposal preparation and project management, preferably for international donors.
*Good at communicating and comfortable liaising with consultants and clients.
*Strong organisational skills, with the ability to work to a high standard, prioritise multiple tasks and meet deadlines.
*Positive, flexible attitude with a team-oriented approach.
*Excellent attention to detail.
*Perfectly fluent in English.
*Fully computer literate.

Desirable

*Language skills in French (and/or Spanish)
